What is Medical Service Accounts?

The MSA function consists of billing and collecting funds for medical and dental services, including elective cosmetic surgery procedures, from:

  • DoD Beneficiaries, where applicable
  • Civilian emergency patients
  • Other patients authorized treatment in MTFs

MSA provides a complete and reliable financial record of transactions including collections control, accounts receivable, and deposits.

Who is an MSA/Pay Patient?

  • Department of the Army Civilian
  • Department of the Air Force Civilian
  • Department of Defense Dependent Schools (DoDDS) Employee
  • Army and Air Force Exchange Services (AAFES) Employee
  • Non-Appropriated Fund (NAF) Employee
  • U.S. Contract Employee
  • Authorized Foreign Military Member/Civilian
  • A Command Sponsored Family Member of any of the Above

How are you billed?

You are responsible for the entire balance of your medical bill; however, as a courtesy we can file your claim with your insurance carrier under our Pay Patient Direct Billing Program (PPDBP). Under the PPDBP, we collect your insurance information, file a claim on your behalf, and bill your sponsor for any unpaid balances. Download the DD Form 2569 Record of Other Health Insurance.

What are your responsibilities?

  • Keep us informed of any demographic changes
  • Keep us informed of changes in your insurance information
  • Immediately follow up with
    • Us for any questionable charges
    • Your clinic for any questionable service
  • Pay your bills promptly. Invoices mailed to you are due within 30 days off billing.
