About Laboratory Sciences

Public Health Command Europe (PHCE) Laboratory Sciences (LS) is an ISO 17025 accredited full-service public health laboratory providing biological and chemical analytical services for drinking water, bottled water, environmental and occupational health assessment, food quality and safety, veterinary diagnostics, and entomology.

LS' primary mission is to support the Public Health Programs of the United States National Military Strategy in the United States European Command (USEUCOM), United States Central Command (USCENTCOM), and United States Africa Command (USAFRICOM) Theaters of operations.

The LS commitment to Quality and Total Customer Satisfaction is reflected both in our Quality Manual and Customer Guides. Together they provide a guide to the total laboratory process that is designed to focus the attention and resources of LS on improving customer laboratory support.

Please contact the Laboratory Operations Division (LOD) of Laboratory Sciences to arrange for our services. LOD will provide submission requirements, forms, sample scheduling, price quotations, analytical procedure availability (e.g., in-house or contract laboratory), sampling protocol information, and do their utmost to ensure your satisfaction. To avoid loss of samples and/or delay in analysis, please do not submit samples without prior coordination.

Services

Analytical Testing Capabilities

PHCE, LS is a fixed facility public health laboratory equipped with state-of-the art instrumentation for microbiological, biochemical, and molecular biological testing as well as for trace level chemical testing. All testing is performed under the laboratory’s scopes of accreditation and in accordance with its ISO 9001 certified Quality System. For tests that cannot be performed in-house, PHCE, LS collaborates with local and CONUS laboratories that are ISO 1725 accredited. Our areas of testing are:

  • Bottled Water, Food and Food Related Products - Bottled Water and Food products are tested in support of the Destination Monitoring and Initial Sanitation Audit programs. These programs ensure that the products used by military personnel and their family members, both in garrison and in theater, meet or exceed the regulatory requirements of VETCOM Circular 40-1, Appendix O - Department of Defense Food Safety and Quality Assurance Action Levels.

  • Cytology & Histopathology - Examination and diagnostic services is available for stained and unstained smears prepared from fine-needle aspirates, impressions, scrapings, and swabs, and submitted tissue. Specimens are accepted from all Department of Defense (DoD) working dogs and animals owned by personnel authorized DoD medical care. Routine Hematoxylin and Eosin staining is performed for all submitted tissue specimens. Additional histochemical and immunohistochemical stains are available to aid in examination and diagnosis.

  • Drinking Water - This service is provided to ensure that the drinking water used by military personnel and their family members both in garrison and during major operations in the theater meets or exceeds the regulatory requirements of either the Overseas Environmental Baseline Guidance Document (OEBGD), host nation specific requirements or the Department of Defense Final Governing Standards.

  • Qualitative Identification of Contaminants from Samples of Unknown Origin - This program allows LS to qualitatively identify the contaminants in a sample of unknown origin (e.g., a substance found during a deployment in an unmarked 55 gallon drum, a foreign object in food, etc.) as to the hazardous nature or composition of the material and potential threat to human health and/or the environment.

  • Rabies - LS tests brain tissue of animals suspected of having rabies. Rabies is diagnosed using the direct fluorescent antibody test (Centers for Disease Control and Prevention protocol) which looks for the presence of rabies virus antigens in brain tissue.

  • Soil and water - The analysis of trace level organic contaminants in environmental samples allows the customer to perform baseline studies and to identify and locate contaminated sites and to decide whether remediation (cleanup) is required.

  • Vectors - LS uses real-time Polymerase Chain Reaction (rtPCR) and real-time Reverse Transcription Polymerase Chain Reaction (rtRT- PCR) to analyze vector hosts (mosquito, ticks, sand flies) for the presence of various pathogens that may be cause diseases to humans or animals.

Other Services:

  • Consultation - The LS staff are available for consultation in the following areas: analysis request and project coordination, sample handling requirements, chain-of-custody, request forms, arranging shipments, customer problems and complaints, quotes and billing issues and report inquiries. The LS Customer Guides are available by contacting the LS staff vial email.

  • Customer Audits & Tours - Customers and clients of LS are encouraged to schedule and perform an audit of any of the LS areas. This service allows the customer to review internal LS protocols and records that may be specific to their program areas so that they can gain a better understanding of the types of controls and procedures used to maintain accurate, reliable, scientifically sound and legally defensible data. LS also welcomes customer tours through the laboratory facilities. Customers interested in arranging a tour of the LS facilities or conducting an audit should send their request via email.

  • Necropsy Training - The LS staff pathologist is available for lecture and/or hands-on training on MWD necropsy procedures. Other veterinary pathology related topics are available upon request. If you have a scheduled MWD necropsy, please coordinate directly with the staff pathologist.

  • Reports - The LS Certificate of Analysis, which is the final approved report, is provided in the most expeditious manner available. Customer satisfaction surveys are sent with random packets of results. Electronic Data Deliverable (EDD) reports will be provided with each Certificate of Analysis.

  • Sampling Kits - Sample collection kits containing containers and preservatives certified for environmental use as contaminant-free, field/trip blank samples (as required), ice packs and coolers can be provided upon customer request to LOD.
