Industrial Hygiene Division

Our mission is twofold. Industrial Hygiene provides both requested deployment support to the Warfighter and direct installation support to all Army assets in Europe (USAGs/IMCOM, USAREUR, RHCE).

  • Provide support of all contingency operations requiring Industrial Hygiene support for this theater of operation and deployed military personnel. Provide subject matter expertise to military leaders, facility managers, and occupational health and safety personnel.
  • Provide direct installation support to assist military leaders, facility managers, and occupational health and safety personnel in anticipation, recognition, evaluation, and control of occupational health hazards to ensure a safe work environment for all personnel. Support soldier readiness, injury prevention, and population protection for the US Army.
  • Serve as the USAPHC forward deployed element in support of all contingency operations requiring Industrial Hygiene support for this theater of operation and deployed military personnel. Provide subject matter expertise to military leaders, facility managers, and occupational health and safety personnel.

Programs

Industrial Hygiene

MISSION: SMEs provide full range of IH services through staff located at PHCE HQ in Landstuhl as well as Field offices located in the USAREUR AOR. Services are provided in direct support of Soldiers, Civilians, Family Members, and Local Nationals working within the USAREUR AOR, also provide support to USEUCOM and USAFRICOM.

Services:

  • Workplace evaluations to ensure occupational health hazards are anticipated, recognized, evaluated, and recommendations for controls provided. Assess compliance with applicable Federal, DA, host nation, and codified regulations. Workplace evaluations include, but are not limited to, physical and chemical hazard evaluations and monitoring, indoor air quality and mold, and program reviews. Can be conducted in garrison or during deployments.
  • Prevent and control occupational injuries and illnesses by conducting personal monitoring, air sampling, ventilation studies, noise dosimetry, ergonomic evaluations, heat/cold stress analysis, and identifying personal protective equipment. Develop and implement practical solutions to mitigate occupational injuries and illnesses.
  • Promote good industrial hygiene work practices in military and civilian populations
  • Disseminate and communicate targeted occupational health and safety information. Work cooperatively with other Army programs to ensure compliance with applicable Federal, DA, and Host Nation laws and codified regulations
  • Guidance on proper personal protective equipment (PPE) and usage based on employees work environment.
  • Recommendations on Unit Respiratory Protection Programs, proper respirators and fit testing
  • Requested special studies such as biological safety cabinet evaluations, shoot house evaluations.
  • Evaluation of engineering controls, recommendations and evaluations, document/design review.
  • Training deployment support on request to USAREUR, USEUCOM, and USAFRICOM.
  • Conducts program reviews for Hazard Communication, Personal Protective Equipment, Respiratory Protection, Army Hearing Program, Bloodborne Pathogens, etc.
  • Provides written survey reports with findings and recommended corrective actions sent to customers. This informs organizations when non-compliant with regulatory occupational health requirements.
  • Information entered into Defense Occupational Environmental Health Readiness System-Industrial Hygiene (DOEHRS-IH) to maintain occupational & environmental health data. Database contains exposure data and documents activities ranging from peacetime fixed facilities to military field deployments and exposures ranging from repetitive industrial maintenance operations to one-time exposures to ambient chemical, biological, and physical stresses. Database contains a history of individual worker garrison, pre-deployment, deployment, and post-deployment exposures.
  • IH Equipment. We can provide equipment recommendations and short term equipment loans to deployed units.
  • Assist with training such as respiratory protection, confined space entry.

Ergonomics Responsible for USAREUR AOR, but also support USEUCOM, and USAFRICOM in human factor considerations, ergonomics, and human to computer interface.

Services

  • Develops and provides basic ergonomics program training, assessments and answers frequently asked questions in order to mitigate work-related musculoskeletal injuries.
  • Provides evaluations of workplaces to identify ergonomic hazards, provides recommendations for controls. Assessments can also include equipment evaluations to include vision considerations, ergonomic assessment, machine safety, repetitions of motion, with the aim of improving operational performance, safety, through life costs and/or adoption through improvement in the experience of the end user.
